Are there any per-vote, per-document or per-meeting fees?

No. Plans are flat per community per month. Votes, meetings, documents, meter-reading rounds and cost periods are unlimited.

What happens to owners and tenants?

They stay free forever. There is no scenario in which a household pays to read its own building's notices.
